A sound MOC process is the cornerstone of a successful engineering information management program. The 6 elements of a highly effective MOC process must include:
- Identification of change as it occurs
- Full description of the reason, design details, and documentation regarding the change
- Review and approval of the change by appropriate resources based on the associated risk level, area of the facility and type of change
- Safety reviews to ensure the safe performance of the processing plant after the completion of the change
- All change activity must be documented and all personnel who are impacted by the change must be trained prior to operating the process
- Updates to process safety information to reflect the change
Perform exception checking:
Independent exception-checking software (allowing data reconciliation without direct linkage) facilitates the reconciliation of data by scanning databases for inconsistencies and/or changes and producing action item reports with corrective actions.
